What is UP-Access?

UP-Access is an e-Delivery project coordinated by the Universitat de Valencia (UVEG) from Spain. The aim of the project is to implement the AS4 protocol and upgrade the Service Metadata Publishers (SMP) of the 4 PEPPOL Access Points of the consortium, which are used by thousand of clients from different Member States. The results of this action are their upgraded eDelivery solutions by migrating the AS2 to AS4 as a mandatory procedure defined by OpenPEPPOL. The main priority is speed up the use of the eDelivery DSI (digital service infrastructure) among both public and private entities established in the European countries with the purpose of establishing access points. The new eDelivery infrastructure resulting from the Action will fulfil the corresponding technical requirements to become qualified according to the elDAS Regulation. As a consequence, the solutions implemented will facilitate the cross-border exchange of thousands of electronic documents.

Who are UP-Access?

Consortium management

UVEG will coordinate the beneficiaries, supervise the consortium and prepare project reports. It includes Administrative and Financial Management, as well as knowledge exchange and quality assurance. Under the task of Administrative and Financial Management, the progress of the Action will be constantly monitored, by ensuring compliance with administrative and contractual relationships. This will also check the delivery of reports and deliverable documents and monitor project expenses. The knowledge produced throughout the entire duration of the Action regarding the Access Points implementation will be organised and stored. The overall management, storage and internal dissemination of knowledge will be the Project Manager’s responsibility, while Beneficiaries’ Contact Points will be responsible for communicating knowledge produced for the specific tasks they have been assigned. Internal audits will be carried out to ensure the compliance of the assigned tasks. Project meetings will be held at regular intervals and in particular at the time of achieving the key milestones.

Definition of technical requirement and consortium strategy guidance

The identification and definition of the technical requirements needed to achieve interoperability and connectivity within PEPPOL Network will be carried out during this activity. The technical manager, VALTIVA, will coordinate and assist each EDI Provider on the technical bases related to their AS4 and SMP implementation and will also provide support to the final cross border intercommunication test between the eDelivery services of participants, using their implementation. UVEG will led the technical requirements analysis with the objective of collecting all the technical requirements needed to set up the Access Points. This includes checking the entire technical documentation related to the eDelivery Building Block. In addition, UVEG will be defining an implementation strategy to build the AS4 and SMP, considering the technical framework of eDelivery DSI.

Project dissemination

The Action results will be widely disseminated among clients and relevant stakeholders, especially between the thousands of clients and partners of the four EDI providers of this consortium. It includes the use of social networks, mailing (emails and news sent to the clients) and the Action dissemination on the webpages and related events participated by each beneficiary. This dedicated website was created at the beginning of the Action and is being used to publish key information about the Action progress and to give an international open visibility to the Action and eDelivery. In the other hand, UVEG will lead the definition and execution of the communication plan; this will elaborate the strategic communication plan of the Action focused on those entities and researchers involved with PEPPOL network, especially the potential new access points interested in collaborating with the consortium members.

This activity aims at setting up of the AS4 and SMP for each Electronic Data Interchange (EDI) Provider of the consortium. UVEG and VALTIVA will assist the individual technical reports in order to certify each implementation.
